Côte d'Ivoire runs one clear rule for its West African neighbors and a separate e-Visa process for almost everyone else. Holders of ECOWAS passports, covering Benin, Burkina Faso, Cabo Verde, the Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Leone, and Togo, enter visa free. Everyone else applies through the government's own e-Visa portal at snedai.com, filling in the form and paying online, with the actual physical visa then issued on arrival at Abidjan's Port Bouet Airport, which is also the only entry point e-Visa holders can use.
Yellow fever vaccination is mandatory, not optional, the International Certificate of Vaccination or Prophylaxis can be checked on arrival at Abidjan, and the vaccine needs to have been given at least 10 days before you travel. A passport should be valid for at least six months from arrival with at least one blank page for the entry stamp.

Citizens of the 14 other ECOWAS member states can cross without a visa at all, a genuinely open regional arrangement rather than a program with fees or applications attached.
