Somalia made its eVisa and Electronic Travel Authorization System mandatory for every foreign visitor starting 1 September 2025, applied for online at evisa.gov.so. Visa on arrival also exists at Aden Adde International Airport in Mogadishu and at major land borders with Ethiopia and Kenya, but it is explicitly discretionary, immigration officers grant it, they are not obligated to, with a fee typically in the 20 to 100 US dollar range, plus photos and proof of accommodation and onward travel. Each Federal Member State, Puntland, Somaliland, and Jubaland among them, issues its own separate entry permit, so requirements genuinely differ by which specific part of Somalia you are entering through, not a single unified national system.

Every major government advisory places Somalia at the highest warning level, citing crime, kidnapping, terrorism, unrest, health risks, landmines, piracy, and other serious concerns. Somaliland, in the northwest, is described as offering relative stability for essential travel compared to the rest of the country, though tensions and occasional violence still affect the Sanaag and Sool regions along its border with Puntland.
