Guide
Turkmenistan remains one of the most tightly controlled countries to visit anywhere, and the paperwork reflects it. A Letter of Invitation, certified by the State Migration Service of Turkmenistan and valid for only three months from certification, is required before a tourist visa can even be applied for, and a tour agency is the one that arranges it, typically taking 10 to 15 business days to come through. Guides recommend budgeting a 6 to 8 week planning window overall once the certified LOI, the visa application, and processing time are all added together.
A licensed local guide is legally required for your entire itinerary unless your trip stays entirely inside Ashgabat, which makes an independent overland trip through Turkmenistan, particularly with your own vehicle, notoriously difficult to arrange. A decree signed on 18 April 2025 promised an e-Visa system that would remove the LOI requirement, but as of early 2026 no operational platform or firm start date had been confirmed, so plan around the current LOI process rather than the promised one.
Border crossings

The capital is the exception to the mandatory guide rule, a traveler who stays only in Ashgabat does not need one, everywhere else, Darvaza, Merv, Turkmenbashi, and beyond, does.
- Land crossings are especially hard for independent travelers
Guides describe Turkmenistan as particularly difficult to enter overland with your own vehicle, even with an otherwise complete LOI and visa, so a tour operator's help matters more here than at most borders.
