Fiji still runs on a paper card. The Passenger Arrival Card is handed out by your airline, and a legal requirement for entry, and both sides of it have to be filled in clearly. A digital arrival card has been described as still in development and not yet mandatory, so do not expect to be able to skip the paper one.
Visitors from more than 100 countries enter without a visa and receive a permit on arrival, generally for up to four months. Other nationalities need a visa or permit before they arrive. The Ministry of Immigration also expects a valid passport, and guides list six months of validity beyond your stay and a return or onward ticket. There is no yellow fever requirement listed on the ministry's page, which points travelers to the Biosecurity Authority of Fiji for the rest.
That authority matters. All food, plant, and animal products must be declared on arrival, and undeclared items can bring a spot fine of 400 Fijian dollars, with prosecution for up to 20,000 dollars or six months in prison possible. Amnesty bins sit in front of the biosecurity check at Fiji's international airports.

There is no land border. Nadi is the international gateway most guides describe, and the arrival card, immigration, and biosecurity all happen there.
- Biosecurity is the check that catches people
The card asks about food, plant, and animal products. Instant noodles, dried fruit, herbs and spices, snacks, infant formula, and even airline snacks are all listed as things to declare.

The bins are before the biosecurity check, and disposing of a declarable item there costs nothing, unlike being found with it.
- Fill in the card on the flight
The airline hands it out, or you can pick one up at the airport if you miss it, but it is easier to complete it before you land.
