Monaco has no visa policy of its own, its customs union with France effectively folds it into the Schengen Area even though it is not an EU or Schengen member in its own right. Nationals of the European Economic Area need only a passport or valid national identity card, no visa at all, and travelers from outside the EEA who need a Schengen visa apply to the embassy of whichever Schengen country will actually be their entry point into Europe, since Monaco itself issues no separate visa. Once that Schengen visa is in hand, a visit to Monaco needs no further formalities.
There is genuinely no passport control entering Monaco, because it is physically impossible to reach except through France, so the actual document check happens wherever you first entered the Schengen Area, not at Monaco's own boundary. French and Monégasque authorities do carry out checks at Monaco's seaport and heliport specifically, relevant for anyone arriving by boat or by helicopter from Nice rather than driving or walking in.
